Dhaka Metropolitan Police (DMP) Commissioner Shafiqul Islam is retiring on October 30.

A gazette notification in this regard was issued by the Home Ministry’s Public Security Division on Wednesday.

Deputy Secretary Dhananjay Kumar Das signed the notification on the orders of the President.

The announcement states that retired Commissioner of Police (Additional IGP, Grade-1) Md Shafiqul Islam has been granted post-retirement leave from October 30, 2022 to October 29, 2023 by notification from the Ministry of Public Administration dated October 28, 2021.

According to the notification, he would also be eligible for retirement and post-retirement leave benefits.

On September 7, 2019, Md. Shafiqul Islam was appointed Commissioner of the Dhaka Metropolitan Police.

Three inmates from the Khagrachhari district jail are taking the Secondary School Certificate (SSC) exam.

The three prisoners are taking exams in the jail’s office room, said AG Mahmud, jailer of the Khagrachari District Jail. SSC exams began across the nation today (September 15, 2022).

One of the examinees, Sohag Alam, son of Jahangir Alam of Kadamtali area of Khagrachhari municipality, is an accused in a case under Women and Children Repression Prevention Act. He is a student of Khagrachhari Technical School and College, who has been in jail for a month. The other two are murder accused.

Ariful Islam is a student of Panchhari Bazar High School, who was arrested by police a few days back. Nipun Tripura is a student of Matiranga Municipal School who has been in jail since last year.

Jailer AG Mahmud said they are taking the exams under the supervision of three teachers.

Khagrachhari District Education Officer Uttam Khisa also confirmed that this time three examinees are taking part in the SSC examination from the district jail.

“We have made all kinds of arrangements so that they can take part in the examination at the scheduled time and in accordance with the rules,” he added.

Members of Dhaka Metropolitan Police (DMP) yesterday (September 15, 2022) helped two SSC examinees, who were lost after reaching the wrong examination centres by mistake on the first day of the exam, by dropping them off at their respective centres on time.

The two incidents took place in the capital’s Shyampur and Uttara areas.

Mohammad Mohsin, officer-in-charge of Uttara Paschim Police Station, said an SSC candidate named Mim went to Uttara Boys High School although her actual examination centre was Uttara Girls High School.

He added that the student panicked after she found out that she came to the wrong exam centre.

“Since the matter came to my notice, I immediately sent her to the right centre along with two of my staff using our official police vehicle,” he informed.

In a similar incident in Shyampur, another examinee along with his mother mistakenly went to Shyampur Government Model School and College centre, said Imran Hossain Mollah, assistant police commissioner of DMP (Traffic-Demra Zone).

Later, the examinee found out that he came to the wrong centre and his actual examination centre was Bakchar Adarsha High School, which is about half an hour away.

Police took both of them to the correct centre in a police van immediately.

Both of the examinees thanked the police officials for their support to help them reach their respective examination centres on time.

Dhaka Metropolitan Police (DMP) Commissioner Md Shafiqul Islam has requested all not to bring only umbrellas and prayer mats to the National Eidgah Ground during the Eid Jamaat.
He said this while talking to media after monitoring security arrangements at the Eidgah Maidan today.
The DMP commissioner said that Eid prayers will be offered at 1,468 places, including Eidgah and mosques, across the capital and more than one congregation will be held at some mosques. “We will have security arrangements at Eidgah and every mosque where jamaat will be held,” he added.
The DMP commissioner said the entire area of Eidgah will be under CCTV cover. “Those who come here to pray will be searched if necessary. They will have to go through the archway. There will be a 4-tier security measures in this entire area. If it is not possible to pray at Eidgah due to adverse weather, then the same arrangement will be taken for the National Mosque Baitul Mukarram,” he added.

The commissioner of Dhaka Metropolitan Police (DMP) has been asked by the authorities to probe into the alleged incident of realising Taka one crore five lakh from a businessman after torturing him by Mollah Nazrul Islam, Deputy Commissioner of the Detective Branch (DB ) of  police. Talking to The Independent Inspector General of Police Hasan Mahmud Khandaker on Thursday said on receiving the allegation he has asked the DMP Commissioner to investigate the matter.
The reported allegation against the DC (DB) was that he realised one crore five lakh taka from businessman Syed Abidul Islam after torturing him inhumanly at his office. The release of the businessman in exchange for the money has created sensation in the police administration.
According to reports published in a section of the press, a group of DB personnel had picked up Abidul from his Gulshan residence .
According to the allegation, the DB personnel entered Abidul’s residence on the pretext of recovering illegal money amounting to TK one crore kept in  a black bag. But when they had failed to recover any such money  they picked up Abidul him and took him to the office of DC DB Mollah Nazrul Islam.
The DB personnel demanded TK 10 crore from Abidul and threatened that if he failed to give the money he would be branded  as an activist of the banned Islamist outfit Hijbut Tahrir and would be detained for ever in jail.
At one stage Abidul  said that he could pay only one crore taka. On  receiving the money from Abidul, DB released him.
According to the allegation, the scene of handing over bank cheques to the DB men was found in the CCTV footage.
It is learnt that the CCTV video footage was submitted to the police authorities as well as to the home ministry.
After the incident Abidul became very upset and at one stage he disclosed the incident to his relative Kabirul Haque Mukti, a ruling party lawmaker from Narail district.
Being informed of the incident Kabirul himself submitted a written allegation to the home ministry against the DC DB on April 24 seeking action against Molla Nazrul.
But Molla Nazrul claimed that lawmaker Kabirul Islam made the allegation out of personal enmity as both he and the lawmaker are from same locality.
Talking to the media, he said he was not involved in any such incident and if any sub inspector of DB was involved in it action would be taken against him.

‘Hefajat planned to loot bank, attack secretariat’
Dhaka Metropolitan Police commissioner Benazir Ahmed on Wednesday said that none was killed during the early Monday operation that flushed out Hefajat-e-Islam men from Shapla Sqaure in the capital.
At a briefing at the DMP Media Centre, he said that no lethal weapons were used in the operation titled ‘Operation Secured Shapla Chattar.’The commissioner alleged that some vested quarters were spreading rumours that 2,000-3,000 people were killed, but, in fact, 11 people including a cop died during the day-long violence of Hefazat activists on Sunday.
Hefajat activists fought running battles with the police across downtown Dhaka on Sunday, when they were allowed to hold
a rally at Shapla Square following their Dhaka siege programme.
In a late night drive on early Monday, law enforcers flushed out Hefazat men from their position at Shapla Sqaure.
Hefajat claimed that over 2,000 of their activists were killed in the operation. The Bangladesh Nationalist Party and the Jamaat-e-Islami backed the claim.
The total number of deaths during the operation is unknown, although both international and national media reports reported that at least 22 died in the incidents.
The police commissioner said that had there been such casualties, the families of the victims would have claimed the bodies.
Some quarters are spreading rumours through manipulated photos, although two television channels broadcasted the operation live, he said.
The commissioner said they had intelligence report that Hefazat had planned to loot Bangladesh Bank and attack the secretariat.
‘Non-lethal weapons including water cannon, flash bank grenade known as sound grenade, multi-impact grenade known as gas grenade and smoke grenade were used in the operation,’ he said.
Benazir claimed that a total of 11 people were killed in the day-long violence and the law enforcers recovered four bodies wrapped with shrouds from Hefajat’s podium.
‘Three bodies were recovered from nearby places during the operation. A policeman and three pedestrians were killed during the violence of Hefazat activists,’ he said.
The commissioner said that teenage students from madrassahs across the country were brought to Dhaka misusing their religious sentiment.
DMP additional commissioner Abdul Jalil, Border Guard Dhaka sector commander colonel Ehia Azam Khan and RAB intelligence wing director lieutenant colonel Ziaul Ahsan, among others, were present at the briefing.

Dhaka Metropolitan Police (DMP) on Monday banned all kinds of gatherings, rallies and human chains in the capital till 12 midnight Tuesday. “Several parties are scheduled to hold rallies and gatherings in Dhaka Metropolitan area Monday. If those gatherings and rallies are allowed to be held, incidents of clash and confrontation may erupt that could result in deterioration of law and order situation and could also disrupt city life,” says a DMP press release.
In light of the impending situation, all sorts of gatherings, rallies and human chains are hereby being banned till 12 midnight Tuesday, read the release signed by DMP Commissioner Benzir Ahmed.
The DMP Commissioner also called upon all to help maintain peace, public safety and order in Dhaka Metropolitan area.
Following the imposition of a ban on all sorts of public gatherings in the capital, the ruling Awami League (AL) and the main opposition BNP shelved their Monday’s scheduled rallies in the city.
Both the parties on Sunday night announced to hold the rallies following the widespread violence over Hefajat-e-Islam’s programme in the city.
Following the police ban, AL deputy office secretary Mrinal Kanti Das told reporters they have postponed the 14-party’s rally at Bangabandhu Avenue as they have respect for law. “As Awami League is a democratic organisation, we have postponed the rally showing respect to the DMP decision.”
At a press briefing at AL president’s Dhanmondi office, party presidium member Mohammed Nasim on Sunday night announced that the Awami League-led 14-party alliance will stage a rally at Bangabandhu avenue at 3pm on Monday in protest against the violence ‘by Hefajat men’.

Starts using wheel clamps
Dhaka Metropolitan Police has started using wheel clamps to lock illegally parked vehicles and ensure that they are towed away.
“We have procured 100 wheel clamps, which four divisions of traffic will use to tow away more illegally parked vehicles from a certain area,” said DMP traffic Chief
Mohammad Mahbubur Rahman.
The use of clamps has started on March 11.
He added that no additional charge would be imposed for the clamps.
Traffic sources said for illegal parking an official can fine only Tk 200 irrespective of vehicle type. However, towing charge differs with vehicle type. For cars,
trucks and buses it is Tk 1,200 and motorbikes and CNG-run auto rickshaws Tk 1,000.
Deputy Commissioner (DC) Khandaker Nazmul Hasan of traffic south division earlier this month said, “We have completed training of traffic personnel on how to use the
wheel clamps.”
Mahbubur Rahman, also joint commissioner (traffic), said they use tow trucks only to scare off those who have parked illegally since if one is towed in an area, the
rest move away. So, cars illegally parked have plenty of time to go away and avert penalty for breaking the law.
“A traffic police team equipped with wheel clamps will cordon off a certain spot, and will set wheel clamps to vehicles parked illegally,” he said, adding that a tow
truck will then complete the towing of all vehicles one by one.
Illegal parking goes on unabated as understaffed and ill-equipped traffic wing of Dhaka Metropolitan Police could not contain the menace, which clogs or narrows down
streets of the capital.
The four traffic divisions of DMP have only four government tow trucks and 19 private ones which on average could tow only 120 vehicles a day leaving several thousand
parking offenders scot-free.
Traffic Chief Mahbubur Rahman said, “There are only two impoundage for keeping towed vehicles in the capital and it takes hours for a tow truck to complete a tow and
return to the scene, giving scope for parking offenders to escape.”
DC Nazmul Hasan said only a traffic sergeant riding a motorbike keeps vigil on a certain stretch of street covering several intersections to prevent illegal parking.
Only 10 sergeants are deployed in the area under traffic south, which is the largest among the four traffic divisions in the capital, he said.
Several high officials of traffic wing, which have around 3,800 personnel, said almost all traffic policemen remain busy controlling traffic movements at intersections
and it is tough for the rest to contain illegal parking.
Anyone could see that illegally parked vehicles sometimes occupy two-thirds of a street leaving aside just one lane for moving vehicles, he said. This is seen usually
in front of markets, academic institutions, government or non government offices.
Even on Abdul Gani Road in front of Bangladesh Secretariat, where ministers and secretaries go to work, vehicles are kept parked in more than one row, nearly blocking
the busy thoroughfare.
A high official of traffic wing said to address the issue of parking on roads effectively, the government should increase the number of wheel clamps and tow trucks
being used and impose higher fines.

The traffic system in the capital is in a shambles with the Dhaka Metropolitan Police failing to cope with the situation which has turned alarming with deadly road accidents taking place almost every day and tailbacks growing longer.
Like the previous year, the Dhaka Metropolitan Police has decided to take a number of measures, including closure of schools to keep the traffic manageable in the month of Ramadan when the situation generally turns for the worse.
The home ministry has already decided to request the education ministry to declare a month-long Ramadan vacation in all educational institutes in order to ease traffic in the capital before Eid.
The home minister, Sahara Khatun, also admitted in a meeting on Thursday that traffic congestions had turned alarming and could become unmanageable in Ramadan.
Inspector general of police Hasan Mahmud Khandaker also told New Age that it would be difficult for the police to cope with the situation in Dhaka in the Ramadan.
‘It is almost impossible to discipline traffic and ease congestions as the number of vehicles are increasing rapidly choking the roads,’ he said.
He also said drivers were largely responsible for the chaotic situation as they did not cooperate with the police to bring discipline to the traffic movement.
‘The city is growing without plan. Every day new vehicles are being registered but the road network is not expanding. We are trying to enforce new traffic rules but it is very difficult to do so as most drivers do not abide by them,’ he said.
DMP joint commissioner (traffic) Mahbubur Rahman told New Age that they had drafted a plan for bringing discipline to traffic in Dhaka and would discuss it in a meeting of the DMP next week.
Mahbubur Rahman also admitted that the police had failed to discipline traffic in the city even after several drives.
The traffic department of DMP has failed to implement any of the rules, including use of seatbelts by drivers and passengers, and ban on use of mobile phones while driving.
Besides, the police also failed to enforce lane discipline in the city roads even after a massive campaign during last Ramadan.
Alongside the traffic police, the Bangladesh Road Transport Authority would conduct drives against unfit and unregistered vehicles through six mobile courts from next week.
BRTA director (administration) Tapan Kumar Sarker told New Age that mobile courts would start operating next week against unfit vehicles. 
He urged the police to be more active in bringing discipline to traffic in city. ‘What we can do is assist the police,’ he said.
People on motorbikes without helmets and drivers in cars and buses without seatbelts are a common sight in the city. They seem to care little about the law.
Drivers also seem undeterred by the ban on the use of mobiles and most pedestrians continue to avoid using footbridges and underpasses and instead prefer the risk of jaywalking.
The number of road traffic accidents in Dhaka has increased over the past two weeks claiming 28 lives in the first 14 days of July while 27 people were killed in June.
An attempt early in 2010 to remove worn-out buses, trucks and other vehicles from the city roads also failed, allegedly because of a nexus between the police and transport operators.
According to the Bangladesh Road Transport Authority, about 13,778 vehicles registered in the Dhaka metropolitan cit area are between 20 and 25 years old. Among them, there are 8,125 trucks, 1,842 vans, 1,446 buses and 2,365 mini-buses.
A move in September 2010 to get cars remove additional bumpers which often cause major accidents on roads also proved futile.
Officials at the Bangladesh Road Transport Authority, official transport regulator, said that all motorised vehicles were required to have seatbelts attached to them by October 31, 2010 and that mobile courts operated across the country from November 1 to ensure the order was complied with by the drivers.
Traffic police officials said they did not have enough manpower to ensure that people stopped talking over cell phones while driving.
