]]>Shah Ali Bazaar becomes the eighth kitchen market after Malibagh, Shantinagar, Mohakhali, Gulshan DCC-North, Mohamm-adpur’s Town Hall, Kaptan Bazar and the superstore Swapno, to be declared free from the preservative damaging to long-term human health.
The announcement came at a programme organised by the FBCCI, where Commerce Minister GM Quader handed over a formalin detector to the market committee.
“In case of any doubt, buyers themselves can carry out the test in the market,” Quader said.
Kazi Alauddin, president of Mirpur Traders’ Cooperative Association, said: “From now, no fish, fruit and vegetable can be sold in the market without conducting a formalin detection test.”
The country’s apex trade body has trained three persons to use the formalin detector donated by Islami Bank Bangladesh Ltd.
The FBCCI wants to make the capital’s 30 big kitchen markets free from formalin in the next couple of months.
The effort comes at a time when food adulteration has become rampant and consumer concerns about their adverse effects have peaked.
Unscrupulous traders spray fish, fruits and vegetables with formalin and other chemicals to keep them fresh.
Formalin is commonly used for its anti-bacterial properties to maintain a sterile condition in laboratories and preserve rawhide in leather industry and tissues for post-mortem examinations. “If we find any alternative to formalin for running these industries, we will ban its import completely,” Quader said.
A fresh law is on the cards to curb the misuse of formalin, and stern actions would be taken against users of the health hazardous substance, he said.
The amount of imported formalin has come down to 205 tonnes last fiscal year from the 550 tonnes registered for fiscal 2009-10, due to the initiatives taken by his ministry, said Quader.
Speaking on the occasion, FBCCI Vice-President Md Helal Uddin stressed the need for creating awareness to fight food adulterators.
Though the government has tightened the rules for importing formalin, it is still openly trading at the city’s markets, he added.
Syeda Rizwana Hasan, chief executive of Bangladesh Environmental Lawyers Association, said it was necessary to watch the market for some time before calling it formalin-free.
“Traders should monitor a kitchen market for a month before making the announcement as it will ensure sustainability of the project,” she added.

]]>Malibagh Kitchen Market, Shantinagar Bazar, Mohakhali Kitchen Market, Gulshan-2 Kitchen Market and Mohammadpur’s Town Hall Kitchen Market are the other formalin-free markets in the capital.
The Federation of Bangladesh Chambers of Commerce and Industry — the country’s apex trade body — arranged a programme at Kaptan Bazar to make the declaration.
Commerce minister GM Quader, FBCCI president Kazi Akram Uddin Ahmed and vice-president Helal Uddin, chief executive officer of the Biswa Sahitya Kendra Abdullah Abu Sayeed and Islami Bank Bangladesh executive committee chairman Eskander Ali Khan, among others, addressed the programme. FBCCI first vice-president Monwara Hakim Ali presided over the programme.
Quader inaugurated the formalin-free market by cutting red ribbon and handed over a formalin detector machine to the president and secretary of Kaptan Bazar kitchen market supervisory committee M Ziar Uddin and Abdul Mannan Moyna.
Henceforth, both buyers and traders at the Kaptan Bazar kitchen market will be able to detect formalin in commodities like fish, fruits and other foodstuff by using the machine donated by Islami Bank Bangladesh.
Formalin, a chemical solution, is widely used for preservation in textile and leather industries. But, its use in fish and foodstuff has long-lasting effects on public health, for which people may eventually suffer from fatal diseases like cancer.
FBCCI is currently leading a campaign against the use of formalin in foodstuff.
Addressing the programme, the commerce minister said the amount of imported formalin had come down to 150 tonnes last year from 400 tonnes in 2010-11 due to the initiatives taken by his ministry.
Referring to the FBCCI and others’ demand for formulating a new stringent law like Acid Crime Prevention Act to check the misuse of formalin in foodstuff, he said the dishonest traders could be awarded different forms of punishment including death sentence as per the existing laws.
Quader said that the three existing laws — the Special Powers Act 1974, the Consumer Rights Protection At 2009, and the Pure Food Ordinance 1959 — had provisions ensuring adequate punishment for those who intentionally misuse formalin and make foods poisonous, he added.
He said, ‘It is easy to identify acid thrower. But, we can’t easily find out the real culprits who taint foodstuffs with formalin. We’ve to first ensure the involvement of a person in a crime before awarding him death sentence.’
He, however, said the government was mulling a strict law to put an end to the abuse of formalin and ensure exemplary punishment for the offenders.
The commerce minister stressed the need for making both buyers and sellers aware about the harmful consequences of food adulteration and for launching social movement against the misuse of formalin in foodstuffs.
About the success of their initiative regarding formalin-free markets, he said the number of buyers had increased significantly in such markets. ‘If formalin mixed food items are found here, stringent action will be taken against the offenders.’

The Malibagh kitchen market in the capital has presumably become the centre of attention since it was announced formalin free last week. Customers from faraway places in the city now throng the bazaar to buy different items, especially fish. Their enthusiasm is apparent as other markets have not taken any such move against harmful formalin that is widely used as preservative in food items in the country.Commerce Minister GM Quader announced the market as formalin free on September 19. The initiative was taken by the Federation of Bangladesh Chambers of Commerce and
Industry (FBCCI) as formalin is dangerous for health.
The FBCCI has a plan to launch the drive in other city kitchen markets in phases and declare the capital formalin free in two months.
“I have come here from New Eskaton to buy fish as the traders have declared Malibagh kitchen market as formalin free,” said Jamal Ahmed, a retired government official,
who set foot in the market after several years.
The fish appear chemicals free as most traders in the market have stopped selling imported fish such as rui, katla, mrigel and other species, Jamal observed.
“We strictly monitor the market so that no trader can sell fish or other perishable items without having those checked by a detector,” said Shamim Bhuiyan, general
secretary of Malibagh Market Traders Cooperatives Ltd.
“Now we check fish by a sophisticated formalin detector at the entry point of the market from 6:00am to 10:00am every day,” Bhuiyan added.
No-one is allowed to sell the fish if formalin is detected in those, he said, adding, the formalin detector can check around 100 fish in every ten minutes.
The move came at a time when food adulteration runs rampant in the country.
Many sellers spray their fish with formalin, which is usually used for preservation of tissues. It makes the fish stiff and keeps those look fresh for long.
Almost everything — from vegetables, milk, beverages, sweetmeats, ice cream to spices — is adulterated now. There is almost no-one who can escape the grave health
hazards nowadays.
Misuse of formalin has not been reduced in the country although formalin import declined in last fiscal year.
According to data from the National Board of Revenue, formalin import declined by 23.8 percent to 205 tonnes in fiscal 2011-12 compared to the previous fiscal.
The apex trade body FBCCI has trained up four staff of Malibagh Market Traders Cooperatives Ltd to operate the Tk 1.35-lakh detector smoothly.
“We check every fish except hilsa through the detector,” said Mostafa Kamal, one of the four operators.
He said they often find formalin in imported fish — rui, katla and mrigel — and different species of sea fish. Besides, they also find formalin in the fish that
usually come from distant areas such as Khulna, Rajshahi and Satkhira.
Kamal said the machine has detected formalin level from 2ppm up to 14ppm during the last six days, which is dangerous for health.
“We did not allow sale of those fish in the market,” added Kamal, who is also joint secretary of the Cooperatives.
The traders say they now procure fish from suppliers in small quantities after becoming sure those are not mixed with formalin.
“Many new customers are now coming up to buy formalin-free fish. So, I now procure fish from Karwan Bazar kitchen market in small quantities so that I can sell out
those fish in a day,” said Mohammad Babul, one of the 62 fish traders of the market.
Fourteen traders have however stopped business after the announcement of formalin-free market as they used to sell imported fish, said Bhuiyan.
Traders now have to be more cautious about selling fish thanks to the use of a sophisticated machine, said Babul, who has been selling fish in the market for over 30
years.
Babul has however expressed satisfaction with the formalin detector. “We should not sell chemicals-mixed items as those might harm our children,” he said.
The announcement of the formalin-free market has already attracted a huge number of new customers and also boosted sales. “We get 40 percent new customers and are
selling Tk 14 lakh per day, which was hovering between Tk 8 to Tk 10 lakh a week ago,” informed Bhuiyan.
“We have so far got a good response from the customers and traders as many people are now going to Malibagh to buy chemicals-free fish,” said FBCCI Director Helal
Uddin.
Helal is the key initiator to launch an FBCCI project titled “Formalin and poisonous carbide free ideal market”.
Talking to The Daily Star, Helal said they have detected presence of formalin mostly in imported fish such as rui, katla and mrigel that come from Myanmar and India.
The government should ban import of those species, he said, recommending an embargo on export of all types of fish from Bangladesh due to their shortage in the local
markets.
He said the government should strengthen its monitoring system and suggest to the apex trade body how to implement and expand its project in other city markets.
The FBCCI director said they will supply similar detectors to 15-20 other city markets in October with the help of banks and other private organisations.
“We have a plan to declare Dhaka a formalin-free city within the next two months,” he added.
Backed by finance from the Social Islami Bank Ltd, the FBCCI will soon provide two formalin detectors to Gulshan-2 and New Market kitchen markets.
Helal also urged the government to take preventive action against misuse of formalin at the root level.

‘You can’t sell formalin mixed fish here,’ Atowar Hossain, one of the members of the monitoring team told Faruk.
A dejected Faruk turned around and left the market.
Consumers, however, were happy. They want relief from formalin as well as carbide—two chemicals that have great risk for health.
‘I came here from Gulshan after I came to know this market is formalin and carbide free. We’re tired of consuming chemical mixed fish and vegetables,’ Ashikur Rahman, a service holder, told New Age.
‘It’s a good initiative and I hope that the market sells formalin-free fish,’ he said, pointing to the Federation of Bangladesh Chamber of Commerce and Industry move to make the market formalin-free, the first of its kind in Dhaka city.
Like Ashikur, many more consumers have been thronging the market early in the morning from across the city since the FBCCI gave the market monitoring team the formalin detection machines on September 19.
‘Now I come here whenever I need to buy fish, vegetables or fruits,’ Abul Kalam Azad, who came from Basabo, said.
Azad, an expatriate Bangladeshi who lives in USA, came to Bangladesh a few days ago.
‘I had been worried about the rampant use of formalin in Bangladesh which I came to know from newspaper reports. After I came to Bangladesh, I found that this market is formalin-free,’ he said.
Every kitchen market should take such initiative to prevent the use of formalin, the deadly preservatives, he said.
FBCCI has a plan to provide these detection machines in 10 more kitchen markets in the city in the coming days.
Nurul Haque Nuru, another staff of Malibagh Traders Unity Council that monitors the market, said that they had fined three traders Tk 30,000 in the last seven days for selling formalin-mixed food items.
‘Our team remains in the market for the whole day. If any customer wants to check his food items after buying, we check it. We have also carbide detection machine to find out the chemicals in the fruits,’ he said.
Md Shamim Bhuiyan, general secretary of Malibagh Market Traders Cooperatives Ltd, said that they were getting a good response from the consumers and would continue their drive against the use of hazardous chemicals.
‘I bought fish worth Tk 50,000 few days back from Karwan Bazar wholesale market. There was no formalin detection machine there. I had to count a heavy loss as my fish was not allowed in Malibagh market,’ said Md Sultan, a fish shop owner at the market.
Faruk, who was barred from entering the market with formalin-mixed fish, said he would now go to other market to sell the fish.
‘It is now very difficult to get formalin-free fish and vegetables from the city’s wholesale markets and prices of these commodities are a little bit high,’ said Shamim.
‘Unless the government ensures formalin-free wholesale markets, some of the retailers will continue to incur losses,’ he said.

]]>The Malibagh kitchen market was declared formalin-free on Wednesday as part of the Federation of Bangladesh Chamber and Commerce Industry
initiative to stop use of the hazardous chemical on fish and vegetables.
The apex chamber body distributed three formalin detection machines to the Malibagh kitchen market committee at a programme, chaired by commerce minister GM Quader.
The committee will examine the food items daily to detect formalin.
The private commercial bank, Social Islami Bank Limited, which gave the financial assistance for the machines, will also provide the machines to Gulshan-2 kitchen market and New Market kitchen market.
FBCCI leaders said that they would supply formalin de-hydrate machine to another 10 markets with the help of banks and other private organisations.
GM Quader declared the Malibagh kitten market formalin-free and said that the government would control the sales and use of formalin.
He urged the agriculture ministry and the private entrepreneurs for setting up cold storages in kitchen markets to stop use of formalin as preservative of fish, meat and other perishable food items.
FBCCI acting president Mostafa Azad Chowdhury Babu presided over the function while FBCCI director Helal Uddin, Bangladesh Environment Lawyers Association Executive Director Syeda Rizwana Hassan, Social Islami Bank Limited Chairman Nasir Uddin, Standard Bank Limited Chairman Kazi Akram Uddin Ahmed and Malibagh Traders Unity Council Convenor Rezaul Islam Mantu were present.
