Viqarunnisa principal’s delayed action caused subsequent events, it says
The committee formed to investigate the violation of a student of Viqarunnisa Noon School and College and the following incidents, found the accused teacher, Parimal Jayadhar, guilty of raping the girl and suggested exemplary punishment for him.
The five-member probe body, headed by Dhaka Board’s examination controller SM Wahiduzzaman, submitted the report along with recommendations to education minister Nurul Islam Nahid on Sunday.
It had submitted its report to the Dhaka Education Board’s chairman on Thursday.
After getting the report, Nahid said that the allegation against Parimal has been proved beyond doubt. ‘The report says Parimal committed a brutal crime despite being a teacher,’ he said.
He also said that the probe report had said that many untoward incidents had taken place afterwards because of principal Husne Ara Begum’s delay in taking action.
The 24-page report contained the testimonies of 18 students given in 22 days.
When asked whether the government would take action against the college principal, Husne Ara Begum, Dhaka Education Board chairman Fahima Khatun said that she is on leave now, and since the managing committee of any non-government institution is responsible for taking action against any teacher, the Board has nothing to do in this regard.
The government formed the five-member committee in response to vociferous protests by the students in mid-July against the rape, and demands for removal of principal Husne Ara Begum for allegedly trying to protect the rapist.
Parimal has been arrested and sent to jail.
Dhaka Chief Metropolitan Magistrate’s Court on Sunday transferred the case filed against Parimal on rape charge to Dhaka Women and Children Repression Prevention Tribunal-4 for trial.
Earlier on August 14, the police submitted charge sheet in the case pressing charge against Parimal for raping the girl.
The probe committee was at first given 10 working days to submit the report but the deadline was extended by five more days after it sought time.
The probe accused principal Husne Ara Begum and the school’s managing committee of failing to take prompt action against the teacher, said sources in the Board.
The Board has made a series of recommendations, including setting up of complaint cells in all schools and colleges, prohibition of private tuition by teachers to the students of the same institution and widening of the government’s role in the management of non-government educational institutions.
The report also said that the number of branches of the Viqarunnisa Noon School and College had grown beyond the controlling and monitoring capacity of the principal and the managing committee.
It also recommended strong government supervision of the affairs in non-government schools and colleges.
The managing committee is the sole authority of any non-government school or college and the government has very little say, it pointed out.
It also recommended restriction on the setting up of branches by non-government schools and colleges.
The government on July 13 dissolved the managing committee of the Viqarunnisa Noon School and College after some committee members, in the absence of chairman Rashed Khan Menon, removed Husne Ara Begum as the principal and appointed senior teacher Ambia Khatun to the position.
The government on July 14 appointed Manju Ara Begum as the acting principal of Viqarunnisa Noon School and College after a weeklong protest by students demanding removal of Husne Ara Begum.

The student of Viqarunnisa Noon School and College, who was violated by its teacher, gave a judicial statement before a court in Dhaka on Sunday.
Magistrate Shamima Parvin of the Chief Metropolitan Magistrates Court recorded her statement given under the Special Act for the Women and Children Repression Prevention.
Parimal Joydhar, who was arrested on the rape charge, gave confessional statement before Magistrate Shahriar Mahmud Adnan under section 164 on July 11. He was sent to jail after the court recorded his statement.
He was taken a five-day remand for interrogation after he was arrest from Keraniganj area on July 6 following a rape case filed by the female student’s father with Badda Police Station.
Parimal, son of Khitish Joydhar of Gopalganj, violated the girl on May 28 when she came to his coaching centre in the capital’s Badda area.
Parimal, who joined in the school as a Bengali teacher in last September, was terminated on July 5 amid a strong protest by its students and their guardians and a demand of his punishment.

People from different walks of life on Friday demanded exemplary punishment of Parimal Jayadhar, a teacher at Viqarunnisa Noon School and College, arrested on charge of sexual harassment of a student.
Speakers at a protest rally also demanded action against the institution’s authorities for allegedly trying to suppress the incident.
They called upon the authorities to implement the High Court guideline against sexual harassment in educational institutions and launch a complaint cell at every school and college to monitor such offences.
The rally, organised at the Central Shaheed Minar under the banner of Solidarity Platform for
Viqarunnisa Noon School and College Educationalists, was attended by intellectuals and students, teachers and guardians of different educational institutions.
Professor emeritus Serajul Islam Choudhury, professor Anu Muhammad, New Age editor Nurul Kabir, political leaders Mushrefa Mishu and Zonayed Saki, thespian Mamunur Rashid, columnist Rahnuma Ahmed, singer Krisnakali Islam, photographer Shahidul Alam and artists Fayzul Hakim Lala and Ferdausi Priabhashini expressed their solidarity with the students of Viqarunnisa Noon School and demanded exemplary punishment of Parimal.
Different socio-cultural and political organisations, including Samajtantrik Mahila Forum, Bangladesh Chhatra Federation, Pahari Chhatra Parishad, Bangladesh Chhatra Union, Jatiya Mukti Council and Ganasanghati Andolan also expressed their solidarity with the demands of the students of the institution.
Serajul Islam Choudhury said the incident at Viqarunnisa Noon School had exposed the extent of moral decadence in the society.
He called for building up a strong social campaign against such vices.
Professor Anu Muhammad said that those committing such crimes had links to power. He demanded strict implementation of the High Court directive against sexual harassment in educational institutions.
Nurul Kabir praised the students of the institute and their guardians for speaking out against such heinous crimes and expressed his dismay at less participation of Dhaka University students at the protest rally.
Mourin Binte Zaman, a student of Viqarunnisa Noon School and College, criticised the role of education minister Nurul Islam Nahid and the institution’s governing body chairman Rashed Khan Menon over the incident.
‘The government is trying to give an impression that a third force was instigating. It should understand that the students are enough to wage a movement against such heinous crimes.’
Viqarunnisa Noon School and College teacher Rokhsana Shamim also criticised the attempt to invent political links to the incident.
Parimal Jayadhar, a teacher of Bangla at the school’s Bashundhara campus, allegedly abused a girl and videoed it with his mobile. He confessed to have committed the crime in his statement on Monday.

The government on Thursday appointed Manju Ara Begum the acting principal of Viqarunnisa Noon School and College after a week-long protest by students demanding removal of the principal Husne Ara Begum.
Students of the school and their guardians had rallied against Husne Ara for the week demanding her removal as principal as she was defending and was late in taking action against Parimal Jayadhar, a teacher of the institution’s Bashundhara after he had been arrested on charge of raping a girl of the school.
The chairman of the Board of Intermediate and Secondary Education, Dhaka, Fahima Khatun and Dhaka’s deputy commissioner Mohibul Haque, who heads the ad hoc managing committee set up on Wednesday to run the school, told New Age that the decision was made on Thursday evening. A release also issued from the board in this regard later.
Manju is an assistant professor of history of the college. She will be acting as the principal in current charge.
Fahima and Mohibul both told New Age that Husne Ara Begum had applied for a three months’ leave and the government approved the leave.
The government also named three other members on the ad hoc committee They are deputy secretary of the agriculture ministry Mosharraf Hossain, assistant professor of mathematics of the college Nasrin Akhter and the acting principal Manju Ara Begum. The ad hoc committee will run the institution for six months from the date it was set up.
Asked whether Manju Ara would be acting as principal till the appointment of a new principal, Fahima and Mohibul did not give any direct answer but said that Husne Ara would be on leave and Monju Ara would be holding the current charge during this time.
The acting principal told journalists that she had taken over the responsibility of the principal in an abnormal situation.
She sought help from all to make the situation in the school normal. She added that classes would be held regularly from Sunday.
Protests by students had, meanwhile, entered a new dimension on Thursday as several hundred students took position inside the campus but boycotted classes.
Students who had rallied demanding removal of Husne Ara as principal and punishment of Parimal welcomed the decision and said they would attend the class from Saturday.
‘We did not want Husne Ara Begum to remain principal. Now we are happy. There will be no indiscipline from Saturday and students will attend classes,’ said Samia Sarmin, member secretary of the Viqarunnisa Noon School Students’ Forum, an organisation set up during students’ movement.
The education minister, Nurul Islam Nahid, on the day told journalists that Husne Ara was still the principal of the school in keeping with the law. He also said that a vested interest quarter was instigating chaos in the school. He said that the government had formed a committee to investigate the over all situation.
In the morning, a four-member student delegation also gave a memorandum to prime minister, Sheikh Hasina.
The students said that they had handed over the memorandum to the director (administration) at the Prime Minister’s Office.
In the memorandum, students urged the prime minister to intervene in the Viqarunnisa incidents. They demanded exemplary punishment of Parimal.
The government on Wednesday dissolved the managing committee of the school after some committee members, in the absence of the committee chair, Rashed Khan Menon, had removed Husne Ara Begum as the principal and appointed senior teacher Ambia Khatun to the position.
The government also formed an ad hoc committee, headed by Dhaka’s deputy commissioner, to run the functions of the managing committee.
The decision was in the wake of weeklong protests by students and their guardians that demanded punishment of Parimal and removal of Husne Ara as the principal for defending the accused.
Parimal abused a girl of the school and videoed it with his mobile. He admitted to doing so in his statement given in court on Monday.
There were allegations against Husne Ara Begum that she was defending Parimal even after the girl had lodged a complaint in writing.
From the morning, several hundred students of Viqarunnisa Noon School and College brought out rally inside the school campus fearing that Husne Ara Begum would come back to the college as the principal.
There were rumours that Husne Ara would take the position of principal again. Students boycotted classes and stayed in the playground and on the campus of the school.
They shouted slogans — ‘We only want Husne Ara removed.’ The students held banners many of which read: ‘We want Husne Ara to be expelled,’ ‘We want exemplary punishment of Parimal,’ and ‘We want solution from the government.’

Different student and rights organisations yesterday demanded exemplary punishment to sacked schoolteacher Porimol Joydhor who is accused of sexually assaulting a female student recently.
In a statement, Bangladesh Chhatra Moitri urged the authorities of Viqarunnisa Noon School and College to end internal feud and be united to ensure punishment of Porimol.
Meanwhile, National Girl Child Advocacy Forum yesterday formed a human chain in front of Jatiya Press Club demanding punishment of Porimol and his patrons.
Around 400 members of 24 organisations joined the human chain and demanded punishment also to the four teachers against whom sexual assault complaints have been filed.
Educationist Dr Meher E Khoda, former headmistress of Motijheel Ideal School and College Dr Momena Khatun, and Kazi Minhajul Alam of City College spoke at the human chain among others.
At a press conference, Bangladesh Nari Pragati Sangha condemned the incident of sexual assault by Porimol and demanded punishment to all involved in such offences.
The organisation also urged the government to bring the school authorities to book.
Executive Director Rokeya Kabir, Deputy Director Shahnaz Shumi, Omar Tareque Chowdhury, and artiste Kanak Champa also spoke at the conference held at Dhaka Reporters’ Unity.
Porimol Joydhor, a Bangla teacher of Viqarunnisa Noon School and College, Bashundhara branch, violated a class X student of the school at his Badda coaching centre on June 17.

Guardians allege decision made to save principal
The government on Wednesday dissolved the managing committee of Viqarunnisa Noon School and College after some committee members, in the absence of the chairman, Rashed Khan Menon, had removed Husne Ara Begum as the principal and appointed senior teacher Ambia Khatun to the position. The government also formed an ad hoc committee, headed by Dhaka’s deputy commissioner Mohibul Haque, to run the functions of the managing committee.
The chairman of the Board of Intermediate and Secondary Education, Dhaka, Fahima Khatun, told New Age that the decision on dissolving the managing committee had been made on Wednesday evening.
‘We think that the managing committee had also been indifferent to the incident,’ she said. ‘We want that the situation in Viqarunnisa Noon School becomes normal.’
Asked about the decision on the removal of Husne Ara as the principal, she said that the ad hoc committee would make a decision in this direction.
The deputy commissioner told New Age about 8:00pm that he was yet to be informed officially of the ad hoc committee.
Many guardians of Viquarunnisa students said that the managing committee had been dissolved only to save the principal.
‘The managing committee was dissolved at a time when the committee removed Husne Ara Begum as the principal. It has been done to save the principal,’ said a guardian.
The education minister, Nurul Islam Nahid, earlier in the day told reporters that the managing committee had not informed the ministry of the decision on Husne Ara’s removal and the appointment of a new principal.
‘From this, you understand that a chaotic situation prevails in Viqarunnisa.’ Nahid said that he had asked the authorities concerned to look into ‘the unstable situation in Viqarunnisa Noon School and College.’
‘The problem will be resolved by today. The situation will become normal from tomorrow,’ he said on Wednesday.
The education ministry became concerned about Viqarunnisa Noon School and College after protests by students and their guardians that continued for about a week demanding punishment of Parimal Jayadhar, a teacher of the institution’s Bashundhara campus arrested on charge of raping a student, and removal of Husne Ara as the principal for defending the accused.
Parimal abused a girl and videoed it with his mobile. He admitted to doing so in his statement given in court on Monday.
There were allegations against Husne Ara Begum that she was defending Parimal even after the girl had lodged a complaint in writing.
In the morning, some members of the managing committee decided to remove Husne Ara as the principal for the delay in taking action against Parimal and her failure to keep discipline in the school.
The managing committee were, however, divided about the decision on Husne Ara’s removal.
Some committee members said that such a decision could not be taken in the absence of the committee chair, Rashed Khan Menon.
Husne Ara told New Age that she was still the principal of the college.
‘The managing committee cannot make the decision in the absence of the chairman or the acting chairman. The decision on the removal of the principal is illegal,’ she said.
Most of the teachers of the school, however, supported the decision.  ‘She is destroying the image of the reputed school,’ a teacher said.
The managing committee also decided to appoint Ambia Khatun the new principal.
In the morning, several organisations formed human chains in front of the National Press Club demanding removal of the principal. HSC students boycotted classes for the second day on Wednesday.

Students of Viqarunnisa Noon School and College and their guardians continued their protests on Tuesday demanding punishment of Parimal Jayadhar, a teacher of the institution arrested on charge of raping
a student, and resignation of the college principal, Husne Ara Begum, for defending the accused.
Several civic forums and left-leaning political organisations on Tuesday also held protests demanding punishment of Parimal and investigation into why the school authorities were late in taking action against the accused.
Non-political organisation Spardha held a rally at the Central Shaheed Minar to push for the demands.
Politicians, academics, women leaders, rights activities, students, teachers and guardians attended the rally
Jahangirnagar University teacher Anu Muhammad, rights activist Rahnuma Ahmed, Ganasanghati Andolan chief coordinator Zonayed Saki, Mukti Council leader Foezul Hakim, Dhaka University teacher Kaberi Gayen and women leader Sara Zaker attended the protest rally, chaired by Spardha’s president JSA Marcel.
Anu demanded formation of anti-repression committees in every educational institution in keeping with a High Court verdict.
‘The students must lead the movements against rapists,’ Rahnuma said. She said that it should be investigated why the school authorities tried to save the teachers who are accused.
Several hundred students of Viqarunnisa and others educational institutions also attended the rally.
In the morning, guardians of Viqarunnisa students brought out a procession at the main campus of the school on Bailey Road. They shouted slogans demanding principal’s resignation. ‘Our protest will continue until the principal resigns,’ said Faisal Babu, a guardian.
A similar protest was organised at the Bashundhara and Azimpur campuses. Several hundred students and guardians brought out a procession at the Bashundhara campus.
Policemen and Rapid Action Battalion personnel were deployed at the place during the protests.
At main campus, HSC students boycotted classes but stayed on the campus. Teachers wore black badges.

The principal told New Age that she had no plans to resign from her position. ‘I did not do any wrong. Why should I resign?’ she said.
She said that she had just executed the decision of the managing committee. ‘If it is said that we have been late in taking action, the managing committee is responsible for it. I only just execute the decision of the managing committee,’ she said.

Parimal confesses involvement
Parimol Joydhor, a Bangla teacher of Viqarunnisa Noon School and College’s Bashundhara branch on Monday made confessional statement about his involvement in violating a student when she went to his coaching centre at his residence in Badda area of the city. Inspector (Officer-in-Charge) of Badda police station and also the investigation officer (IO) of the case SM Shahadat Hossain appealed to the court to record the confessional statement of Parimol on Monday, while Metropolitan Magistrate Shahriar Mahmud Adnan of the Chief Metropolitan Magistrate (CMM) Court of Dhaka recorded the statement from 12 noon to 3.00 pm at his chamber. No lawyer appeared to the court on behalf of the accused and on completion of recording the confessional statement, the Magistrate passed orders to send Parimol to the jail. However, it could not be known what the accused told the court in his confessional statement. A source says, Parimol said he had taken video snap of violation and confessed his unethical relation with the victim. He was placed on remand for seven days in two terms to interrogate him about his immoral activities with the students. According to the written statement of the victim, Parimal sexually assaulted the victim twice once on May 28 and later on June 17. The law enforcers arrested Parimal the day after upon a sexual assault case filed against him by the father of the victim. School principal Husne Ara Begum and Bashundhara branch-in-charge are also accused in the case. The victim is now undergoing treatment in Singapore. Meanwhile, the students and guardians have been demonstrating for the last few days for punishment. Meanwhile, the governing body of the institute in a press release on Monday expressed deep concern over the situation and expressed solidarity with the demand of the students and guardians.

Several hundred of students of Viqarunnisa Noon School and College and their guardians on Saturday formed a human chain in front of the school’s main campus at Siddheswari demanding punishment of Parimal Jayadhar, a teacher of the institution arrested on charge of raping a student, and resignation of the college principal, Husne Ara Begum, for defending the accused.
Special classes, which are a regular feature of the school on Saturday, could not be held on the day because of the demonstrations that began about 11:00am and lasted for an hour and a half.
Policemen and Rapid Action Battalion personnel were deployed at the place during the protests.
The students and their guardians demanded that Parimal now in police custody after his arrest on charge of raping a Class X student of the school, should be hanged.
They also demanded that the college principal, Husne Ara Begum, who reportedly defended Parimal, shoud resign.
‘We want Parimal Jayadhar to be hanged for what he did,’ a student said during the demonstrations.
‘A father normally does not discuss such issues with his daughter. But I attended this human chain with my daughter. We want that other girls should not fall in a similar situation,’ Abu Syed Shipon said.
Parimal, 30, a teacher of Bangla at the school’s Bashundhara campus, also videoed the girl with his mobile.
The victim’s father filed a case on July 5 with the Badda police and he was sacked by the school authorities the same day. Parimal was arrested on July 6.
‘The principal claims that she is a friend of the prime minister, Sheikh Hasina. We want justice from the prime minister,’ said Mostafa Kamal, a guardian.
‘Our school has a reputation. We will not allow anyone to destroy this reputation,’ a student said.
‘The authorities of a school in rural areas would not have taken some much time Viqarunnisa did to take action against such a teacher,’ said Foisal Babu, another guardian.
Students said that even the principal had threatened them with expulsion if they took part in the human chain. ‘She threatened us with expulsion if we participated in the human chain,’ said another student.
Some of the placards read: ‘We are not secure with this principal,’ ‘Shame on people involved in this heinous act’, ‘Management cannot avoid responsibility for student’s violation,’ and so on.
The school remained closed on Saturday and all the gates were also closed. Some teachers said that they had gone to take classes but they could enter the campus.
At one point, when the guardians wanted to call off the programme, the students refused to go home. They said that they would stay in on campus until the principal would resign.
The students left the place about 2:00pm.
The college principal could not be reached for her comments despite repeated attempts.

Victim off to Singapore for treatment
The class-X student of Viqarunnisa Noon School and College, who was molested allegedly by her teacher, went to Singapore for treatment Thursday night.
She will undergo treatment at Mount Elizabeth Hospital for the elbow injury she sustained during the incident. She got hurt when accused Porimol Joydhor tied her hands, said victim’s grandfather.
Her parents and brother accompanied her to Singapore, he said, adding that the victim’s father, who has a heart condition, fell sick on Monday and he also needs better medical care.
Asked whether their absence would affect the case, the grandfather said saving lives is the priority now and the rest depends on the people of the country and the media.
He also claimed of receiving threats over the phone from anonymous callers.
According to the victim’s written complaint to the school authorities, Porimol, a teacher of Bangla department of the school’s Bashundhara branch, sexually assaulted her for the first time on May 28 and then again on June 17 when she went to his coaching centre at his residence in Badda.
The incident sparked a huge resentment among the students of the school and their parents. They staged demonstrations in front of the institution demanding punishment of the accused.
The victim’s father filed a sexual assault case against Porimol on Tuesday, the same day the school authorities fired him. Porimol was arrested the next day from Kamrangirchar.
A Dhaka court on Thursday placed the accused on a five-day remand in the case.
