Recruitment of additional 200 factory inspectors by the June, a new deadline set by the government, appeared uncertain due to some procedural complexity, said officials concerned.
A labour ministry official said that amendment on a relevant rule is required to facilitate the recruitment process as existing rules do not allow recruiting people against more than 50 per cent of vacant posts. The process of amendment of the rules is moving at a slow pace.
Earlier, the government had decided to appoint factory inspectors with class I class ll status from the waiting lists of the candidates who had qualified in the 28th, 29th, 30th and 32nd examinations of Bangladesh Civil Service and formulated a recruitment rule.
As per the decision, the government in March recruited 25 Class I inspectors against 65 posts from the waiting lists of the candidates.
Labour ministry officials said that as per the rules of public administration ministry more than 50 per cent of vacant posts cannot be filled at a time and the candidates who had qualified examinations of Bangladesh Civil Service should be appointed as non-cadre class I officers, not class II officers.
The government has taken a move to amend the rules so that the recruitment of additional inspectors could be easier within the shortest possible time, the official said.
Public administration ministry had placed the draft of the amendment to the secretary committee and the committee had sent it for vetting of the law ministry last month, according to the labour ministry officials.
While the law ministry sent the draft to the PSC for its opinion, the PSC raised objection to some wording and then law ministry sent back the draft to the public administration ministry for correction, officials said.
Labour secretary Mikail Shipar told New Age on Monday that the draft is now at the public administration ministry which might send it to the law ministry within two or three days.
‘I am worried about the timely completion of the recruitments of 200 additional factory inspectors by the June deadline as the rules have to go through a long process before being amended,’ he said.
Mikail said that the draft rules would now be sent to the law ministry and then to the PSC for their approval.
After scrutinising, the proposed rules would be sent to the prime minister and then president for final approval, he added.
Appointment of 200 additional inspectors for the garment sector was one of the key requirements of the Bangladesh Action Plan for restoring generalised system of preferences facilities in the U.S. market.
Earlier, the government made commitment to complete the recruitments by March and only 25 inspectors had been appointed by the deadline.
On April 16, at a meeting with the five foreign diplomats, the government set June as the new deadline for completion of the recruitment of 200 additional factory inspectors.
