12 ministries, divisions make zero progress
All the government ministries and divisions implemented only 3 per cent of the annual development programme in July, the first month of the current 2013-2014 financial year.
The Implementation, Monitoring and Evaluation Division data released on Thursday showed that in July ministries and divisions could spend only 3 per cent of Tk 62,435 crore allocated for them in the ADP.
The spending by the government’s autonomous bodies, which got an allocation of Tk 8,112 crore, was only 1 per cent.
The allocation for the autonomous bodies was first included in the last revised ADP.
The government implemented 4 per cent of ADP in July, FY 2011-2012 and 2 per cent in July, FY 2010-2011.
‘ADP fund usually remains unutilised in the first month of a financial year, though the line ministries should start implementing their projects from the beginning of the year,’ Abul Kalam Azad, director of the IMED told New Age.
‘Normally the ministries take preparations for the development works in the first month of the financial year. Sometimes, the Planning Division makes delay in releasing funds for the projects. So, the implementation progress in July always remains low,’ Azad said.
The IMED data showed out of 54 ministries and divisions 12 ministries and divisions including law and justice ministry, expatriates welfare and overseas employment ministry, information ministry, textiles and jute ministry, cultural affairs ministry, civil aviation and tourism ministry, IMED, public administration ministry, Bank and Financial Division, Internal Resources Division, Anti-Corruption Commission and foreign affairs ministry could not make any progress in the month.
Rest of the 42 ministries and divisions progressed between 0.03 per cent and 18 per cent against their allocations in the month.
The Planning Division in July 2013-2014 released Tk 4,042 crore for ministries and divisions. The ministries and divisions could spend Tk 1,744 crore in the month.
Top 10 ministries in terms of highest allocation of money spent Tk 1,423.66 crore or 3 per cent against total allocation of Tk 54,489.28 crore.
On the other hand government’s autonomous bodies spent Tk 53 crore in July 2013-2014.
The current year’s ADP size is Tk 73,984 crore. A total 1,283 projects including 130 projects of the autonomous bodies will be implemented under the ADP. The ADP segment for the autonomous bodies is Tk 8,112 crore for the year.
In July, Local Government Division spent Tk 850.26
crore or 8 per cent of total allocation, Power Division spent Tk 111.18 crore or 1 per cent, Bridges Division Tk 8.24 crore or 0.12 per cent, housing and public works ministry Tk 51.49 crore or 1 per cent, primary and mass education ministry Tk 32.37 crore or 1 per cent, Energy and Mineral Resources Division Tk 100.74 crore or 2 per cent, railway ministry Tk 127.87 crore or 3 per cent, health and family welfare ministry Tk 43.47 crore or 1 per cent, Roads Division Tk 84.26 crore or 3 per cent and education ministry spent Tk 13.78 crore or 0.47 per cent.
