The government agencies and the ministries could implement only 67 per cent of the annual development programme in the first 11 months of the recently concluded fiscal year 2012-2013, three percentage points lower than that in the same period of
the previous fiscal year, planning ministry data showed.The revised ADP implementation rate was only 54 per cent in the first 10 months of the financial year and the rate jumped to 67 per cent in the next one month, the data showed.
As the fiscal year is over, the ministries and agencies went on a spending spree in June to achieve ADP implementation of around 95 per cent in the fiscal year, planning ministry officials said.
The Implementation, Monitoring and Evaluation Division data released on Sunday showed that the government agencies could spend only Tk 38,304 crore or 67 per cent of the revised ADP in July-May.
In July-May of the previous financial year, the ADP implementation rate was 70 per cent or Tk 28,553 crore in expenditure.
Except self-financed projects of autonomous organisations, the implementation rate is 69 per cent while the rate for autonomous organisations is 41 per cent. In the period, autonomous organisations spent Tk 2,046 crore.
Of the total expenditure, the share of government funding was Tk 23,558 crore or 70 per cent and the share of foreign grants and loans was Tk 12,700 crore or 69 per cent.
The IMED data showed the agencies implemented 70 per cent in FY 2011-12, 72 per cent in FY 2010-11 and 68 per cent in FY 2009-10.
The government initially allocated Tk 55,000 crore for the ADP in the last fiscal year and in April revised the ADP up, for the first time to Tk 57,388 crore.
According to the IMED data, in July–May, the Legislative and Parliamentary Affairs Division achieved the highest implementation rate of 347 per cent followed by the expatriates’ welfare and overseas employment ministry 103 per cent, women and children affairs ministry 96 per cent, Law and Justice Division 94 per cent.
Some other ministries and division achieved more than 80 per cent of revised ADP implementation rate including religious affairs ministry, information and communication technology ministry, fisheries and livestock ministry, disaster management and relief ministry labour and employment ministry, land ministry primary and Rural Development and Co-operative Division.
On the other hand, Cabinet Division implemented the lowest 7 per cent of the allocation in the 11 months of the fiscal year.
Some other ministries and divisions which achieved less than 50 per cent of revised ADP implementation rate are foreign affairs ministry 10 per cent, Bridges Division 31 per cent, public administration ministry 40 per cent, housing and public works ministry and industries ministry 41 per cent, post and telecommunication ministry 42 per cent, shipping ministry 43 per cent and cultural affairs ministry 44 per cent.
