Qualifiers of the 28th BCS recruitment test on Friday demanded they should be appointed in non-cadre positions before the publication of the results of the 29th BCS test.
They began fast-unto-death at the Central Shaheed Minar in the morning to push for their demands.
In the 28th BCS examinations, 5,105 examinees qualified for appointment in the public service. The Public Service Commission, however, could not recommend posting of 2,915 of them and decided to recruit them in non-cadre positions of Class I officers in line with the Non-Cadre (Special) Rules 2010.
Out of the 2,915 qualifiers, 2,700 applied for appointment as non-cadre officers in August 18–22.
The commission chairman, Sadat Hossain, has recently told the media that only 265 candidates would be recruited in non-cadre positions now because the ministers were yet to send recommendations for more.
The LGRD and cooperatives minister, Syed Ashraful Islam, said in the parliament that there were 35,460 Class I positions still vacant and BCS qualifiers would be posted to such positions.
The qualifiers said the government should recruit them to the vacant positions to lessen employment crisis.
They asked why it was impossible to recruit them in vacant positions of non-cadre (Class I) officers.
Stagnation in promotion of officials of BCS cadres other than administration is giving rise to resentment and frustration among civil servants, creating a negative impact on the overall bureaucratic functioning.
They sought the intervention of the president and the prime minister in their timely recruitment before the publication of the results of the 29th BCS exams.
