BTRC asks telcos to address fraud management system
Bangladesh Telecommunication Regulatory Commission on Sunday asked the mobile phone companies to implement the fraud management system in order to prevent and detect criminal activities through mobile phones. The BTRC directive also said that lack of fraud management system by the mobile phone companies is allowing the miscreants to misuse the mobile phone networks for financial scams and other crimes.
BTRC officials said the commission’s move came after mobile phone subscribers of different operators recently received massages
from unknown numbers which conveyed offensive content against the present government.
They said the BTRC is running an investigation to detect those numbers but due to lack of FMS of the mobile companies the investigation is facing difficulties.
The BTRC in 2011 asked the mobile operators to introduce FMS but all the companies are yet to comply with that directive fully.
Officials also said the BTRC at that time did not mention any deadline for implementing the FMS but had a verbal agreement with the operators that FMS would be implemented within three months.
The BTRC directive issued on Sunday said the operators would not allow any international calls, SMS using the country’s international dialing code +880 excluding roaming users with proper authorisation.
It also said the mobile operators would be technically and legally liable for any fraudulent activities using their network.
The mobile phone operators would also have to take preventive and proactive measures to detect and dissolve criminal activities through their network and inform the government immediately, it said.
The BTRC would issue a separate directive detailing the FMS soon, it added.
