The Bangladesh Telecommunication Regulatory Commission will appoint two individuals as consultants for conducting the 3G auction management as the five firms which applied for the consultant job failed to match commission’s criteria as per tender, said BTRC officials.
The five companies applied for the job after the commission in February had called interested international firms to manage the 3G auction which is scheduled to be held on June 24 for awarding four 3G licences, said BTRC officials.
They said a seven-member committee had been formed to analyse the applications and the committee last week rejected all the five applications saying those failed to match the BTRC criteria.
The BTRC is going to call applications today from interested individuals to appoint a local consultant and an international consultant, they said.
As per the new criteria, a foreign national with a minimum five years experience of conducting British open out-cry auction and experience of telecom industry will be eligible to apply.
The monthly remuneration of the international consultant will be $8,000 per month with job tenure of two months.
The foreign individuals will have to submit the applications within May 20.
The BTRC will also appoint a local consultant with 10 years experience in telecom industry and 2 years experience in auction procedure.
The monthly remuneration of the international consultant will be Tk 2.5 lakh per month with job tenure of two months.
The interested Bangladeshi citizens will have to submit the application within May 13.
The BTRC officials said both the consultants would have to submit an action procedure within 15 days from joining in the BTRC and need to assist the commission in the auction process.
The BTRC will award three licences to three out of five mobile companies operating in the country and one to any foreign firm. Another local operator the state-run Teletalk has already got 3G licence by default.
A total 40 MHz of spectrum will be auctioned for eight blocks where a single bidder can bid for maximum two blocks.
The minimum allocation for a spectrum block is 5 MHz with base price of $20 million for each MHz.
The validity period for a 3G licence will be 15 years.
