Implementation of the Identification System for Enhancing Access to Service project of Tk 1560 crore, funded by the World Bank, has been delayed due to change of specification of tender process by a vested quarter. It would not be possible to upgrade the voter list before the upcoming parliamentary election, if the project was not implemented in proper time, sources in the election commission said on Tuesday.
Already the World Bank has approved the tender specification of the project in March this year.
A high official of the election commission told The Independent on condition of anonymity, the tender specification of the project has been ascertained after taking opinion from the expert team and the procurement consultant of the World Bank. The headquarters of the global lender has already approved it in March this year. But, the project director of the project is trying to change the tender specification, he added.
“If the project would not start within a couple of months, it would not be possible to update the existing voter list,” he said.
Bangladesh Army had prepared a voter list with photograph in 2008, which was followed during the ninth parliamentary election.
After coming to the power through a landslide victory in 2008, the grand alliance government initiated to implement the Identification System for Enhancing Access to Service project, funded by the World Bank.
Bg Gen Salim Khan, director of the Identification System for Enhancing Access to Service project said they are trying to review the tender specification of the project for the greater interest of the country.
He also said that up-gradation of voter list would not be hampered if the project was delayed.
