Experts at a seminar in Rajshahi city on Saturday said that a fundamental duty of a government is to provide information and services aimed at improving
the social and economic welfare of its citizens.
Bangladesh faces several obstacles in the effective delivery of public service, they said, adding that widespread outdated manual processes, change-resistant civil servants and lack of transparency frustrates citizens in their attempts to avail government information and services.
The office of Rajshahi divisional commissioner in association with office of the deputy commissioner organised the daylong seminar in the conference room of DC office.
SM Ashfaq Hossain, executive director of Bangladesh Computer Council, in his key note paper, said the objective of the e-service is to increase transparency, improve governance, and reduce time, difficulty and costs of obtaining government services for under-served communities of Bangladesh.
The objectives can be achieved by strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; sensitising government officials, training service providers and expanding digital literacy among the general people; forging strong policy and strategy links to ensure implementation of legal and regulatory changes required in support of the project and promoting innovation in the delivery of e-services, the key note paper added.
Chaired by Rajshahi divisional commissioner Helaluddin Ahmed, the seminar was, among others, addressed by additional divisional commissioner Mohammad Munir Hossain, deputy commissioner Mesbah Uddin Ahmed Choudhury and Rajshahi University assistant professor Kazi Jahidur Rahman.
