Bangladeshi expatriates willing to apply for the Rajuk plots alleged that the application process was deliberately made cumbersome to keep them out of the lottery.
Hundreds of Bangladeshi expatriates now in Dhaka and intending to apply for plots in Rajdhani Unnayan Kartripakkha’s Uttara and Purbachal projects were seen flocking to the Rajuk’s member estate’s office to know exactly how the application should be submitted.
‘There are no clear instructions in the prospectus as well as in the application forms as to how we the expatriates would submit the application forms,’ Afzal Hossain, an expatriate living in Italy, told New Age at Rajuk Bhaban on Monday.
Hossain was frantically running from room to room trying to know how an expatriate would submit the security money and how he would get it back if he does not win the lottery.
‘Rajuk has prepared the form in such a complicated manner that it is not easily understandable and it seems the authorities formulated it to easily leave us out during scrutiny,’ said the angry expat.
When another expatriate asked Rajuk’s member estate Sukumer Chandra Saha which account to submit the security money and whether he needs a separate account in Bangladesh to get back the money if he does not get the plot, the official got furious and replied, ‘Apply first and if you do not get the plot, only then you can think of getting your money back.’
In response to a query, the member estate said, ‘The applicants, who will not win the lottery, will get their security money back on their asking.’
The Rajuk sources said the authorities were out to reduce the number of applicants by setting newer rules and regulations.
The sources said the deadline for submitting the application would not be extended as the authorities want to complete the process of allotting the plots before the expiry of the term of the military-controlled interim government.
December 18 is the last date for submitting the application forms for the two projects with nearly 7,000 plots at Purbachal New Town Project and some 1,500 plots at Uttara (third phase).
