The government plans to bring over one lakh information technology learners under certification by introducing recognition of prior learning, a method of assessment practiced in many countries of the world. The government’s move came at a time when over one lakh IT literate persons especially youths across the country are involved in work with various trades, deputy secretary of ICT ministry Mohammad Abul Hasan said.
He said a significant number of learners had been imparted competency based training informally and they could not build themselves as entrepreneurs as they have no certificate.
After introduction of RPL over 50,000 learners who received basic computer training informally from the 3,775 UISCs, 68,000 enumerators of Bangladesh Bureau of Statistics and different projects of ICT ministry including 15,000 freelancers who were imparted outsourcing training under learning and earning programme of the ICT ministry will be brought under certification on the basis of assessment by the assessors, Hasan said.
As part of its plan, to implement National Skill Development Policy 2011 and ICT Policy 2009, the Ministry of Information and Communication Technology has taken initiative to strengthen and equipped Bangladesh Technical Education Board by giving them necessary support and cooperation.
An opinion exchange meeting on ‘strengthening BTEB for providing certificates to the IT learners’ held on Wednesday at the ICT ministry with its joint secretary Gazi Mizanur Rahman in the chair.

A 13-member committee headed by joint secretary Gazi Mizanur Rahman was formed for chalking out plan on how to strengthen the BTEB and setting up assessment centres in the districts with the help of DTE, BCC, ILO TVET reform project, SDP (ADB funded project of MoE) and district administrations.
Rezaul Karim said Bangladesh Computer Council is involved in providing IT training since its establishment in 1990 as statutory body of the government.
The BCC should be given the authority to assess the quality and provide certificate to the IT learners after successfully completion of training.
