Implementation jumps to 92pc in unusual spending spree in June
The implementation of annual development programme got an unusual extra pace in June, the last month of the just concluded fiscal year 2011-2012, and jumped to 92 per cent at the year end from 70 per cent in 11 months. The 54 development project implementing agencies and ministries spent Tk 8,819 crore or 22 per cent of revised ADP in June alone, officials of the implementation, monitoring and evaluation division of the planning ministry said.
In the previous month of May, the government agencies and ministries had implemented 15 per cent of revised ADP, they said, adding that 37 per cent of ADP was implemented in the last two months of the fiscal year.
IMED officials said that most of the time funds are disbursed at the last quarter of the fiscal year.
They said that the implementing agencies used some tricks including higher disbursement against incomplete works to show higher implementation rate at the end of the year.
The tricks ultimately hamper the quality of the development works and waste of public money, they said.
The government disburses higher amount of resources in the closing month of a financial year to show a healthy implementation rate though the development works remain incomplete, Bangladesh Institute of Development Studies research director Zaid Bakht told New Age on Sunday.
The last minute expenditure not only leads to waste of public money nut also give way to corruption, leaving a negative impact on the quality of works, he said.
The hurried spending in the last two months of the fiscal year does not prove that the development works have been implemented properly, he added.
IMED data showed that the government agencies could spend Tk 37,372 crore or 92 per cent of the revised ADP during July-June.
In July-June of 2010-11 fiscal year, the implementation rate was also 92 per cent or worth Tk 32,855 crore.
Of the total expenditure, the share of government funding was Tk 25,038 crore or 96 per cent and the share of foreign grants and loans was Tk 12,335 crore or 82 per cent.
The share in expenditure from the government fund and the foreign assistance was also same in the corresponding period of the previous financial year.
The government had allocated Tk 46,000 crore for ADP for last financial year which was downsized to Tk 41,080 crore in the revised ADP.
A total of 25 agencies and ministries, out of 54, achieved more than 92 per cent of revised ADP implementation rate.
According to IMED data, the disaster management and relief division achieved the highest implementation rate of 106 per cent followed by the defence ministry 104 per cent, Chittagong hill tracts affairs ministry 101 per cent, housing and public works ministry and power division 100 per cent.
On the other hand, civil aviation and tourism ministry achieved the lowest implementation rate of 20 per cent in the concluded financial year followed by the bank and financial institution division 30 per cent, labour and employment ministry 36 per cent, foreign ministry 41 per cent and legislative and parliamentary affairs division 50 per cent.
