Says HR body chairman
People have lost respect for the rule of law as its execution in the existing system is poor, said National Human Rights Commission (NHRC) Chairman Dr Mizanur Rahman yesterday.
Hinting at the recent murder incidents he said, “Though people hesitate to kill birds and animals, they do not hesitate to kill human beings. People have become brutal as they have lost respect for the law.”
Mizanur Rahman said this while addressing as the chief guest a national dialogue on “Rights of Disabled Woman” organised by Bangladesh Protibandhi Kalyan Samity (BPKS) at the Jatiya Press Club.
The NHRC chairman said that the rights of the persons of special needs are not protected in the “Bangladesh Disability Welfare Act 2001”.
The word ‘welfare’ in the act refers to sympathy instead of protecting the right for the persons of special needs, he explained adding, the people should bring change in their value and social norms.
Ashrafun Nahar Misti, coordinator of BPKS, presented a paper on the right of woman with special need at the programme.
She called to formulate a safety law according to United Nations convention to preserve the right of the persons of special needs as it is not specific in the constitution.
She also urged the authority concerned to import bus and build ticket counter, bus stoppage, rail station and launch terminal to make the journey friendly to the persons of special needs.
Dr HK Arefin, professor of anthropology department of Dhaka University and Nilufar Begum, former director general of Woman and Children Affairs Department addressed among others while Abdus Sattar Dulal, Executive Director of BPKS presided over the programme.
