Forty-nine per cent of the Tk 55,000 crore allocated for the original Annual Development Programme of the current fiscal year was spent in the July-March period, said the ADP progress report released by the Implementation, Monitoring and
Evaluation Division of the planning ministry on Thursday.The IMED calculated the progress in ADP implementation based on the original size of the ADP, ignoring the revised ADP size of Tk 57,120 crore set by the Planning Division in last week.
‘If we take the RADP size of Tk 57,120 crore into the calculation system, the actual implementation progress during July-March will be at least 1 per cent lower, 48 per cent,’ IMED director Abul Kalam Azad told New Age on Friday.
He said, ‘We have provided the implementation progress on the basis of the original ADP size of Tk 55,000 crore as we do not have sufficient information about the project financing by autonomous bodies.’
Another IMED official said, ‘We are in a critical situation in calculating the actual spending progress of the government’s Annual Development Programme as it has been over-revised for project financing of autonomous bodies for the first time in history.’
The IMED from its inception has been using a database prepared on the basis of the government’s actual expenditures against the original ADP, excluding project financing by autonomous bodies, a senior IMED official told New Age.
But now the system has to be changed to calculate the progress in ADP implementation, he added.
However, until the system is changed, the IMED will have to continue with calculating the progress in ADP implementation based on the original ADP size for the current fiscal year, although it may not reflect the actual development pattern of the country under the ADP, the official said.
The size of the RADP rose to Tk 57,120 crore from Tk 55,000 crore of the original ADP as the Executive Committee of the National Economic Council in a meeting on March 20 decided that project financing of autonomous bodies would be included in the RADP.
