Cabinet secretary M Mosharraf Hossain Bhuiyan has observed that, in a democracy, the administration has to run under political directives, but is not under political influence. “The administrative machinery of a democratic system of governance moves under political guidance or directive, but not under political influence,” the cabinet secretary told reporters, while answering a question after the secretaries’ meeting, held at the secretariat on Wednesday.
“We (the secretaries) don’t do politics, but work under the guidance of the politicians,” he said.
“We have to remember that political culture does not grow overnight. It would take time for the culture of political directives on the administration, to go away,” the cabinet secretary noted. He pointed out that the beginning of bureaucracy dates back to the British period. Democracy in Bangladesh began after 1971, going through many ups and downs.
“We have to define the difference between political interference in administration, and political directives,” he added.
Referring to the Wednesday’s meeting of the secretaries, the cabinet secretary said the meeting did not discuss the budget or the election. But, took up discussions on the implementation of commitments made by the government.
All the secretaries have been given directive on how to implement, further, the ministerial decisions, Bhuiyan pointed out.
He further noted that the meeting discussed on the activities and reports of different ministries of the government.
