No dept will allow more than 30pc teachers abroad at a time
The government has asked the authorities of all the 31 public universities not to allow more than 30 per cent of teachers of a department at a time to go abroad for higher education or for job on leave or lien.
The government took the decision when shortage of teachers is hampering smooth educational activities in the public universities, according to the education ministry order sent to the universities in the last week of April. Earlier there was no such regulation.
The ministry order has also made it mandatory that the teachers willing to go abroad on leave for higher education will have to submit a bond to the education ministry.
‘In the bond, the vice-chancellor will assure the government that the teacher will come back from abroad in due time and re-join in the university,’ it said adding , ‘Prior permission from the ministry is mandatory to go abroad on leave for higher education.’
The ministry order has also said the vice-chancellors must assure the ministry that the academic activities will not be hampered if any teacher goes abroad on leave for higher education or for job.
‘Only 30 per cent teachers of a department at a time will be allowed to go abroad for higher education or for job on leave or on lien,’ the order said, adding, ‘For each case of permission for going abroad, approval from the education ministry has been made mandatory.’
‘There are some universities where academic activities are being hampered for shortage of teachers. There are some teachers who just enter the job at a public university and leave the country for higher education but do not come back even after expiry of their leave period,’ a senior official told New Age Monday.
Referring to the Bangladesh Agricultural University in Mymansingh, he said most of the teachers of the university are staying abroad at this moment, hampering the academic activities seriously.
Meanwhile, the teachers of Jahangirnagar University and Rajshahi University demanded that the government should withdraw the order as the ministry has no authority to issue such order as the universities are autonomous.
On April 22, the Dhaka University authorities sacked five teachers of the science faculty from their jobs for overstaying abroad.
